INDIVIDUALS with DISABILITIES EDUCATION IMPROVEMENT ACT (IDEA 2004)
Individuals with Disabilities Education Improvement Act (IDEA 2004), amended and the reauthorization of IDEA 97, continues to ensure that all children with disabilities have a free appropriate public education (FAPE). The IDEA funds are distributed to local school districts and public charter schools based on PDE’s annual December 1 Child Count. Funds flow through the intermediate unit to the local education agencies (LEA’s).
This program provides direct and consultative services, serving preschool through age 21 students with disabilities attending 13 public school districts, 3 Charter Schools and 101 non-public schools. Services are developed based upon federal and state mandates and the needs identified by LEA’s. The program consists of three components as required by state guidelines.
Component I Evaluation and referral services are available to identify 3-5 year olds with special needs. View Early Childhood Services.
Component II Training and Consultation (TaC) The Program and Training Specialists provide technical assistance, training, and follow-up consultation in the PDE identified initiatives: Autism, Positive Behavior Support, Inclusive Practices/LRE, Transition, Assistive Technology, RtI, including Progress Monitoring, Literacy/Math, Ch.14 regulations and Paraeducator training. Services are provided at the local school buildings.
Services of the IU Intensive Interagency Coordinator are also included in this component.
Component III Services are designed to supplement the provision of special education and related services to meet the complex needs of students with disabilities. Services are selected by the local school district from PDE’s allowable costs menu of services, such as: school psychologist, social worker, occupational/physical therapy, interpreters, instructional assistants, behavior analysts and ESY programming. Districts are invoiced for services by the IU and/or receive scheduled reimbursement payments throughout the year that coincide with PDE payments to the IU.
